A Mass of Newly Laid-Off Workers Will Put Social Safety Net to the Test As former welfare recipients lose their jobs, a big unknown is how many will qualify for unemployment insurance. In the past, most failed to work long enough or earn enough to qualify. In Nevada, for instance, a jobless person has to earn $5,600 in a three-month period to qualify for the average unemployment benefit.
