Doing the Math on Bush's Tax Cut If the entire plan becomes law, the richest 1 percent of taxpayers would get between 22 percent and 45 percent of the tax benefits, depending on how the calculations are done. These are the 1.3 million taxpayers with annual incomes of more than about $370,000. Because some of them are fabulously wealthy, the average income of these taxpayers is more than $1 million.
