News Analysis: A New Focus on Supply Under federal law, anyone wanting to drill oil wells, lay pipelines or build power plants has for decades been required to prepare an environmental impact statement clearing the project on environmental grounds. Now, as a central part of his new energy plan, President Bush is calling for attention to the flip side of that approach.
